Steps to Reproduce

1. Go to Control Panel → Commerce → Pricing → Price Lists, or
2. Control Panel → Commerce → Pricing → Promotions
3. Add a price list or promotion
4. Add a new entry
5. Edit the entry

Expected Behavior

The "Override Discount" setting is a toggle button with options "Yes" and "No"
The "Override Discount" setting hides the discount level input boxes when set to "No"
The "Override Discount" setting is set to "Yes," the toggle is positioned above the discount level input boxes

Actual Behavior

The "Override Discount" setting is a checkbox
The discount level input boxes are always shown, regardless of the "Override Discount" setting's configuration
The "Override Discount" setting is positioned below the discount level input boxes
