Base price lists and promotions shouldn't support eligibility

      Assumptions

      1. Price engine V2.0
      2. At least one catalog

      Steps to Reproduce

      1. Create a price list or promotion
      2. Associate the price list with a catalog (Control Panel → Commerce → Catalogs → [Catalog]) so the price list or promotion is now the base price list
      3. Go to the price list you created in step 1

      Expected Behavior

      No Eligibility tab/screen

      Actual Behavior

      Eligibility screen is visible
