Steps to Reproduce

1. Go to Control Panel → Commerce → Pricing → Price Lists, or
   Go to Control Panel → Commerce → Pricing → Promotions
2. Create either a price list or a promotion
3. Go to the Price Modifiers tab
4. Add a new price modifier using the button
5. Look at the modifier options
