Assumptions

1. Pricing engine V2.0
2. At least one Product

Steps to Reproduce

1. Go to Control Panel → Commerce → Pricing → Price Lists, or
   Go to Control Panel → Commerce → Pricing → Promotions
2. Create either a price list or a promotion
3. Go to the Entries tab
4. Add a new product to the entries
5. Edit the entry

Expected Behavior

Labels on the Discount Levels input fields, per the mocks

Actual Behavior

No labels on the Discount Levels input fields
