Background

Currently, we allow users to create new tax categories and those categories basically consist of a name. In the database model, though, we support an external reference code.

We simply need to allow administrators to manage this external reference code in the UI.

Design Brief

1. Allow users to manage the external reference code for a tax category.
   1. Add to the mocks for the new admin UI which hasn't been implemented
   2. Add a mock for the old admin UI patterns
