Description of Issue:
Customer reports that when a Commerce order has a total value of zero, the order confirmation email is not triggered. Changing the order status manually does trigger the notification, but a normal checkout does not.
Steps to Reproduce:
1. Configure an Order Placed notification in the commerce channel settings
2. Set the price of a product in the catalog to 0.00
3. Add this product to your cart and checkout
An order notification is sent to the recipient
No order notification is sent
NOTE: It was noted on the ticket that the Commerce team has already replicated the issue and understand the cause (the order remains in status IN_PROGRESS because the payment step is skipped as there's nothing to pay).
Also, the customer is currently using DXP 7.1 FP 17 Commerce 2.1.1 but the fix is needed for DXP 7.1 FP 18 Commerce 2.1.2 as they will be moving to that shortly.
