Assumptions

1. At least one channel, catalog, product, order or shipment (anything with the 2.1.x "new" Commerce header)
2. Viewing on a tablet-sized device or smaller, or
3. simulating a tablet-sized device or smaller in a browser, or
4. viewing the page with a browser with a small width

Steps to Reproduce

1. Go to a channel, catalog, product order or shipment detail
   (e.g. Commerce → Channels)
2. View a record, e.g. a specific channel

Expected Result

Clicking on the hamburger menu will open a second row which includes all the buttons which are hidden

Actual Result

Clicking on the hamburger menu does nothing
