it is not possible to access Options in the Commerce menu

Steps to Reproduce

1. Global Menu > Commerce > Options

Expected Result
It should be possible to access the Options area

Actual Result
The Options area is blank ( ActualResult_Feb19_COMMERCE-5749.mp4 )
