It's not possible to checkout after completing an order with a selected Billing Address

      Description

      Steps to reproduce:

      1. Create a site using Minium
      2. Navigate to Minium Account Management page
      3. Create a new account(e.g. Commerce Account)
      4. Navigate to the Account Addresses tab
      5. Create a new Billing Address -> Save
      6. Create a new order by adding a product to the cart
      7. Navigate to that pending order details page
      8. Set the Billing Address previously created as the selected Billing Address for the order -> Save
      9. Checkout
      10. On the Shipping Address page, deselect "Use shipping address as billing address"
      11. Complete the checkout
      12. Create a new order
      13. Checkout the order

      Expected Behavior:

       It's possible to complete the checkout.

      Actual Behavior:

       It's not possible to complete the checkout, this message appears: "The cart is empty. Please add products to proceed with the checkout.".
