As a Sales Manager

I want to limit the ability to change the shipping option on an order

So that I can have more control over what users can change the default

 

Acceptance Criteria

1. New Permission to be able to "Edit Shipping Option on an Order" .
   1. Permission to be found in Account Roles (before permission to Edit Terms on an Order)
2. If user HAS this permission
   1. On Checkout workflow user is presented with the step to change Shipping option from the default pre-selected
   2. Only show this step IF there is more than one eligible Shipping option for this Order
   3. If more than one shipping option is eligible for this Order, user can select between all eligible shipping methods
3. If user HAS NOT this permission 
   1. Shipping Method selection step is skipped on the check out workflow (default cannot be changed
4. For upgrading purposes this new permission will be set to true for all existing Account roles.
5. Guest users will have this permission as for now we have no way to turn it off for guests
