Account Administrator unable to manage members of his/her Account

Steps to Reproduce

1. Apply Minium Demo Pack
2. Log in as Brenda from SAuto
3. Navigate to Account Management widget and edit Mike Smith's record

Expected Results
As an Account Administrator, Brenda is able to update Mike's information (Name, Password, Role, etc.)

Actual Results
Brenda is not able to edit Mike Smith or assign any roles to him. On the kebab menu, there is no option to Edit and when you click Assign Roles you don't see any roles on the Assign Roles pop-up.
