The settings.xml file needs to be updated with the liferay-public repository URL for the new repository.liferay.com artifact repository.

This is necessary because at of the time of this writing, the Liferay 6.2.0-GA1 artifacts (portal-service.jar, etc.) are only found at the liferay-public repository – they have not yet been synchronized to Maven Central.
