This task involves moving the default set of <modules>...</modules> in the parent-most pom.xml descriptor to a new Maven profile named "modules" that is active by default. Also, if the "development" profile is specified, then the list of modules will be minimal (since there is less benefit to rebuilding doc, issue portlets, etc.)
