As part of the effort to remove the dependency that liferay-faces-util.jar has on the Liferay Portal API (FACES-2299), this sub-task moves com.liferay.faces.util.portal.ScriptTagUtil out of liferay-faces-util.jar (which may require duplicating the code in liferay-faces-bridge-impl.jar and/or liferay-faces-portal.jar).
