Improve build language to be not hardcoded to content/Language.properties

• new poject
• new language hook or add language resource in portlet.xml
• right click on project > Liferay
  will notice there is no "build languages"

• new liferay portlet using wizard to "Create resource bundle file" > Finish
• right click on project > liferay
  now could see the "build languages" option
