gradle builds doing using tooling api should create permanent configs in launch configuration dialog

    Description

      When we invoke a gradle build in order to build a bundle for deploying to portal the launch configuration is saved. This causes problems if we want to update from one launch to another since the gradle tooling will save it. We need to create temporary launches that are not saved.
