SDK build.<username>.properties should be mantained at some level by IDE

      Description

      Here is the new policy for maintaining the build.<username>.properties

      If build.<username>.properties doesn't exist it should be written by IDE and then used by build process instead of passing in the properties directly to ant process.

      If the does exist check first if there is a comment that mentions that it was written by the IDE and if it does exist go ahead and update the file. If the file has not been previously written by the IDE, then we should the user if they want to overwrite and update or fi they want to ignore those properties and pass them in directly.
