support protogenetic auto deploy for ext-project

      Description

      we are using jmx and WAB to deploy projects.

      But for ext project,  we should just drop war file to deploy folder.

      also for ce-ga1 server , it doesn't have jmx osgi bean , we should also just use auto-deploy
