Language properties which build by ANT drag into server not work

      Description

      1.Create a plugin project and choose the ANT build type first.

      2.New a hook configuration wizard and choose the Language properties.

      3.Add the hook properties and finish the wizard,then input something in properties file.

      4.Drag the hook project into a running server,everything is ok, but this won't work

      This work fine when use maven build type or manual use menu to deploy project,and i think there is somthing error happened when use drag action under ant project
