Hot code replace failed dialog poped up when create a module with debugging portal 71

• Environment: linux + 71 ce ga1(also reproduce on Mac + Windows)

1. upgrade sdk 62 to 71 ws with download bundle
2. debug to start server
3. go to localhost:8080
4. once server fully started with debugging status, create a new portlet module name portlet in the upgraded 71 ws (or maybe need to create another one)

notice hot code replace failed dialog popped up. See the screenshot.

simple steps to reproduce:

1. launch Studio
2. click "import Liferay Workspace Form installer", it will also init a bundle automatically
3. debug to start the 71 ce ga1 portal
4. go to localhost:8080 and set your password
5. create a portlet module named portlet or pp
