Allow Language keys from plugins to be read by portal.. or.. adding a "language plugin" : )

      Description

      Currently, language keys added by portlet plugins can be used by portlet plugins. However, language keys added by portlet plugins are NOT read by the portal.

      Ex:
      If i add the "sample-localized-portlet" to the portal.. the new language keys show up correctly in the portlet, but those new language keys arent read by the portal.

      <liferay-ui:message key="now-testing-the-message-taglib" />

      will work in the portlet, but not the portal.

      Use Cases:

      • a non-technical client wants to add a few language modifications to the portal, but the developer doesnt want the overhead of delivering an ext environment just for a few language changes. so he creates a plugin, and adds the language keys.. wars it up and the delivers a single war file..
