This improvement adds a framework for accessing portal properties from JavaScript. For example, 'ntlm.auth.enabled' will be accessible from JavaScript as Liferay.PropsValues.NTLM_AUTH_ENABLED.

Currently, only the 'ntlm.auth.enabled' property is accessible from JavaScript but more values will be added in the future.
