Cannot access "Add Application" menu using NTLM and IE

The "Add Application" menu will indicates that the user does not have permission to access the menu if NTLM is used with Internet Explorer.

As a part of this bug fix, the default request method for Liferay's JavaScript services have been changed from POST to GET if NTLM is enabled and the browser is IE.
