User's "Available Language" is not able to be saved if the same value has been saved in another node

      Description

      Replication steps:
      Set up a cluster environment with two nodes.
      1. Start node 1-> Control Panel-> Portal Settings-> Display Settings, save Available language to ar_SA.
      2. Start node 2-> Control Panel-> Portal Settings-> Display Settings, save Available language to ar_SA.
      3. Change node 1 Available language to ja_JP. Check database portalpreference table, the value is already set to ja_JP.
      4. Check this value in node 2 in Control Panel Setting.
      Result: This value is kept as ar_SA.
      5. Manually change to ja_JP and save
      Result: ar_SA is still displayed.
