IFrame portlet does not obey the height attribute

The IFrame portlet does not obey the height-normal attribute. When a portlet is in the maximized state, the the portlet will re-size to the height of the browser's window. This is the desired behavior. However, the portlet will also re-size to the height of the browser's window if the portlet is in the normal state.
