The JSR 286 defines a javax.portlet.description constant for the portlet level resource bundle (PLT.25.10). This constants is ignored by the portal and prevents developers from doing calls such as portletConfig.getResourceBundle(...).getString("javax.portlet.description").

This issue only affects custom portlets and does not affect any built in portlets.
