New framework for upgrading

    Description

      This improvement includes the initial information needed for a new framework for upgrading the portal. Once the framework is in place, it will be possible to upgrade directly from 4.1.0 to any other version. Previously, the portal had to be upgraded to each major version separately to ensure that the upgrade is completed successfully. For example, to upgrade from 4.2.x to 5.0.x, you would first need to upgrade to 4.3.x than to 4.4.x, and than finally to 5.0.x.
