PhoneLocalService does not work with classes other than Account, Contact and Organization

The addPhone() method in PhoneLocalService and PhoneService requires the new phone number to be associated with a Java class (the className parameter). If the new phone number is associated with any other class other than Account, Contact or Organization the phone number will not be added.

This bug only occurs with custom code that uses the addPhone() method and does not affect Liferay out of the box.
