Manage Pages option of Enterprise Admin portlet is not allowed if public pages are disabled

Currently, the Manage Pages option of Enterprise Admin works only if public pages are enabled. If public pages are disabled, a permissions error is displayed. The administrator should be redirected to private pages automatically if public pages has been disabled.
