Users are deleted during the verification process

Users without a corresponding entry in the Contact_ and Group_ database table are deleted during the database verification process because these users are incomplete.

To address this issue, users without a corresponding Contact and Group are no longer deleted. Instead, a Contact and a Group entry is created for them.
