Cannot search for users using custom attributes

The property users.search.with.index toggles between searching for users from the index and searching user from the database. When this property is false, it also disables the ability to search for users using custom attributes. Because of a flaw in the logic, the property was reversed. So, setting the property to true would search for users from the database and disable searching by custom attributes.
