Monitoring section always indicate there's zero session

The Monitoring section in Control Panel (or Monitoring tab in the Enterprise Admin portlet in 5.1.6) always indicate there is zero session when monitoring has been disabled. This can be misleading because there is no way to tell from the UI if there is actually zero sessions or if monitoring has been disabled. To address this issue, the page will now display a message saying monitoring has been disabled along with instructions on how to enable monitoring.
