The implementation of the rules engine has been modified to use the message bus proxy.

UPGRADE NOTE:

As part of this improvement, the "spring.configs" property in portal.properties has been modified. If spring.configs has been modified in portal-ext.properties, please make sure your customized spring.configs property is configured to load all necessary spring files.
