The PropsUtil in portal-impl and portal-kernel behave differently

The get() and getArray() method of PropsUtil in portal-impl and portal-kernel behave differently. Specifically, in portal-kernel, the methods throw an exception while the ones in portal-impl does not. To address this issue, the PropsUtil in portal-kernel will no longer throw an exception.
