Pending membership requests are not handled when a restricted community is changed to an open community.

When a restricted community is edited to become an open community, the pending membership requests are effectively ignored. At this point these potential members would need to go back and add themselves in order to join the community. The problem is that they wouldn't be notified that the community had changed and could potentially still be waiting for approval. Rather than ignoring the requests, all of the pending requests should be approved, since an open community accepts all applicants.
