Startup errors does not stop the server

    Description

      If there is a startup error because an upgrade failed or if there is a problem with the database verification, the portal will continue to run. Because the upgrade never finished, a lot of errors will show up. Now, if an upgrade process fails, the portal will halt after logging the error.
