Currently, portlets added when the "Add" link is clicked, are always added to the first position in the first column of a layout, even if a static portlet resides there. This is not the expected behavior as static portlets assigned to the start of the column should always be the first portlets in those columns. If a static portlet is assigned to the start of the first column, all newly added portlets should appear after it.
