Portal does not recover after restarting the database

If the database is restarted while the portal is running, the portal will not recover from the database going down. Even after the database is back up, users will not be able to post new Message Board messages post new Blog entries and many other operations. This issue has been fixed and restarting the database while the the portal is running should no longer require the portal to also be restarted.
