When exporting Web Content (Journal), ampersands are incorrectly encoded

When exporting Web content (or Journal content in 5.1.7), Document Library and Image Gallery links always encode ampersands.

In some cases, encoding ampersands (&) in URLs is not desirable. For example, URLs in javascript should not have encoded ampersands.
