LDAP import interval is not respected

Setting the LDAP import interval in the Control Panel (or Enterprise Admin portlet in 5.1.7) does not change the import interval.

The LDAP import interval should be set in portal(-ext).properties using the property "ldap.import.interval" and not through the UI. Setting this property through the UI would allow different portal instances to use different import interval and this is not possible. To clear up this confusion, this property can no longer be set through the UI.
