Adding a duplicate tag causes a warning / exception

Adding a duplicate tag in the Tags section of the Control Panel (or Tags Admin portlet in 5.1) produces a error message in the UI. However, a warning level log message along with a exception stack trace also appears in the logs.

This issue here is the log level should be set to "debug" instead of "warn". This issue has been fixed and the error should not appear in the logs unless the log level is changed to "debug".
