Web Content articles are published to the live site by default even if journal.publish.to.live.by.default has been set to false. To fix this issue, the "Web Content" check box in staging's "Publish to Live" options is no longer checked by default if journal.publish.to.live.by.default is set to false.

To address this issue manually, just uncheck the "Web Content" check box in staging's "Publish to Live" options.
