New database shards do not add plugin tables

When a new database shard is added, tables added by plugins are not added to the new shard. To address this issue, a new "Verify database tables of all plugins" action has been added the "Server Administration" section of the Control Panel (or Admin portlet in 5.1 EE). When this action is executed, any shard missing plugins created tables will create the missing tables.
