Cannot upload files with certain characters in the filename to Message Board and Wiki portlets

Certain characters (such as '&') cannot be used in the filenames of files being uploaded to the Message Board and Wiki portlets. Unlike the files uploaded to Document Library, the filenames of the files are not changed before being sent to the Document Library hook. Since some characters might be valid for some file systems, but not for others, filenames should be encoded to "safe" filenames before being sent to the Document Library hook.
