Setting wrong c3p0 properties does not cause an error

Incorrectly configuring c3p0 in portal(-ext).properties does not cause any errors or exceptions. This causes confusion when the portal does not behave correctly. This fix forces c3p0 to throw an exception if it is not configured properly.

As a part of this bug fix, Jodd 3.0.7 has been added to the portal distribution.
