<liferay-ui:message> now accepts an optional "arguments" and "translateArguments" attribute. When the optional arguments are supplied, liferay-ui:message behaves the same way as
LanguageUtil.format(PageContext pageContext, String pattern, Object[] argumetns, boolean translateArgument).
