Incorrect URL used to verify OpenID authentication

OpenID will attempts to verify that the URL the client accesses. The URL that the portal generates for this verification does not include all the parameters in the URL. This issue has been fixed so that the URL is now taken from the "openid.return_to" parameter. This URL contains the complete URL and will allow the verification process to complete successfully.
