util-java.jar in plugins is not upgraded

util-java.jar and other dependency jars are not updated to the lastest version during an upgrade. This issue occurs because DeployUtil caches these jars during startup and the cache is not deleted during and an upgrade. DeployUtil has been changed so that it no longer caches the jars.
