Plugin portlets do not deploy if there is no <guest-unsupported>

A plugin portlet with a resource actions XML file will not deploy if there is no <guest-unsupported> element in the XML. To fix this issue, plugins with no <guest-unsupported> element will be assumed to have no unsupported guest actions and deployment will now continue without errors.
