JDBC properties for the counter does not inherit properties from jdbc.default.*

The JDBC properties for the counter, "counter.jdbc.prefix", does not inherit properties the the default JDBC connections properties, "jdbc.default.*". Instead, the counter's JDBC settings should be a copy of the default values with the new overridden values.
